On May 12, 2025, President Trump issued an executive order titled “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients,” directing HHS to communicate most-favored-nation, or MFN, price targets to pharmaceutical manufacturers and, if manufacturers do not make significant progress toward MFN pricing, to pursue rulemaking to impose such pricing across Medicare, Medicaid, and commercial markets.
